On 1 January, 1992 - the day the Agricultural Property Agency (APA) was established - agricultural land in Poland amounted to 18.8 million hectares (ha). The majority of land belonged to individual farmers who owned 72% of the entire agricultural area, whereas public and cooperative sectors occupied 28% of it.
To the end of 2008 the APA took over 4.7 million ha of land which primarily came from: • former state enterprises– 3.7 million ha, • State Land Fund (SLF) – 0.6 million ha, • other titles – 0.4 million ha. The property taken over by the APA included also 4 thousand food processing, trade and service facilities, 336 thousand apartments with infrastructure (boiler houses, water supply systems, sewage refineries, etc) and 2.1 thousand manor houses, palaces and park complexes.
Land Sale From the beginning of its activity to the end of 2008 APA sold 1.8 million ha of land (i.e. 40% of area taken to the Agricultural Property Stock) within more than 214 thousand contracts. Statistically, a plot of 8.4 ha was sold per one concluded contract. In 2008 the average price of 1 ha of agricultural land amounted to 12 540 Polish złoty (PLN). Of 336 thousand apartments taken to APS, 313 thousand were distributed mainly via sales to their tenants. Besides the land other assets with net book value of 8.6 billion PLN and liabilities of former state farms amounted to 2 billion PLN were taken over and entirely repaid by the APA.
The APA assignes part of its profits to support the "zabużanie " - people who lost their properties located in east of the Bug river after WWII. To the of 2008 the APA transferred more than 2 billion PLN to the Compensation Fund from which the "zabużanie claims" are financially satisfied. Furthermore, the APA gave for free about 322 thousand ha of land to self-governmental units - mainly communes, National Forest and the churches of various denominations.
Land Lease From the beginning of its activity to the end of 2008 the APA offered for lease 7.2 million ha cumulatively (sometimes one property was offered for lease more than once). At the end of 2008 the land of 1.8 million ha were in lease.
