Following legislative works initiated by Polish government on October 19, 1991 the Parliament adopted the Act on Management of Agricultural Property of the State Treasury. The Act entrusted restructuring and privatization of state agriculture to the Agricultural Property Agency (APA). On July 16, 2003 the Act of 11th April 2003 on the Formation of Agricultural System came into force and defined supplemental tasks for the APA which performs its activity in relation to: • restructuring and privatization of the Agricultural Property Stock (APS), • improvement of farm structure, counteracting excessive concentration of agricultural property and ensuring management of agricultural holdings by farmers with appropriate qualifications or experiences, • exercising ownership rights in plant and animal breeding companies of particular importance for national economy. The APA performs ownership rights to 53 strategic companies: 11 plant breeding, 21 animal breeding and 21 horse breeding units.
Plant Breeding Companies The companies perform both creative and preserved plant breeding. The horticultural breeding companies gather the most valuable genetic material of vegetables, flowers and decorative plants, and the agricultural breeding companies keep the most valuable genetic material of cereals, leguminous and papilionaceous plants, grasses, sugar and fodder beets and potatoes.
Horse Breeding Horse breeding in studs is carried out according to assumptions for using genetic resources of APA reproductive studs for improvement of domestic horse population. APA companies rear 9 horse breeds: 5 companies rear Polish thoroughbreds and 3 purebred Arabians. Their goal is to keep purebred horses used also in breeding of half-blood breeds. 4 companies rear preserved breeds: Polish konik and Hucul Pony. The best stud of hucul breed in Europe is situated in Gładyszów. Polish konik is bred in Sieraków, Dobrzyniewo and Tulce (Kobylniki), where the total of 90 mares are held.
