Following legislative works initiated by Polish government on October 19, 1991 the parliament adopted the Act on Management of Agricultural Property of the State Treasury. The Act entrusted restructuring and privatization of state agriculture to Agricultural Property Agency (APA).
On July 16, 2003 the Act of 11th April 2003 on the Formation of Agricultural System came into force and defined supplemental tasks for APA which performs its activity in relation to:
• restructuring and privatization of Agricultural Property Stock (APS),
• improvement of farm structure, counteracting excessive concentration of agricultural property and ensuring management of agricultural holdings by farmers with appropriate qualifications or experiences,
• exercising ownership rights in plant and animal breeding companies of particular importance for national economy.
